This is highly technical, specialized and supervisory work in the network planning, design, testing, trouble shooting, acquisition, installation and support of a complex network encompassing the operational and public safety components of the City of Melbourne.

The incumbent responsible for network administration on all City networked computers, hardware maintenance and seeing installation policies, standards, and documentation requirements are adhered to, and other duties as assigned.

Work involves managing the planning, design, development and day-to-day operations of the City of Melbourne's network infrastructure, including, but not limited to : servers, data centers, data communication network (LAN / WAN), Internet, storage, backups, cloud services, virtualization, performance, new technologies, research, Operational Systems, Active Directory, network documentation and diagrams, policies and procedures, computer related items acquisitions, and in general all actions to maintain the City's healthy network .

The incumbent is responsible for investigating new or improved operating systems software announced by hardware manufacturers as well as independent software firms.

Provides in-house training programs for systems development and operations personnel and advising the installation on other matters pertaining to education.

Works closely with other Information Technology Division staff on problems involving hardware and software. The incumbent responsible for the continuing operations of the City's computers, operating system hardware and software maintenance and security of the City's computers in the most efficient manner possible while maintaining a high degree of confidentiality.

An employee of this class works independently and supervises the work of Network Administrator, Server Administrator, Network Administrator Trainee and / or other Infrastructure staff.

This position reports to a higher-level administrator.

This work is not of a routine or ministerial nature and requires the exercise of independent judgment and decision.

Examples of Duties

  • Performs evaluation, modification, development, and implementation of software systems (operating systems, languages, utility programs, generalized input-output control systems, information retrieval access methods).
  • Assists with hardware studies, standards, development activities, technical and management education programs, and application system design quality appraisals.
  • Assists Operations staff in developing and implementing software to improve utilization effectiveness.
  • Advises Applications Development staff on best approaches to systems design relative to software capabilities and hardware features.
  • Troubleshoots problems in hardware operating system software.
  • Reports to Manager of IT on project progress, problems, and the need for changes; ensures that all work meets standards.
  • Makes presentations regarding project progress and implementation to Information Technology Division and upper City management.
  • Aids departments and divisions in selection of computer hardware equipment and user education and training.
  • Supervises and coordinates the activities of subordinates.
  • Identifies diagnoses and resolves network problems.
  • Performs other assigned duties as assigned.
  • Research, evaluate and recommend computer technologies and determines how they can be applicable to the City's network.
  • Plan and design network infrastructure changes.
  • Install, configure and support network components, such as routers, switches, racks, servers, firewalls, gateways, software solutions, tools, storage and backup units, virtual solutions, clouding services, wiring, etc.
  • Maintains the integrity, performance and availability of the City's Network.
  • Produce and maintain network documentation, such as technical diagrams, procedures, policies, settings, and troubleshooting actions.
  • Design, acquire, configure, test and support communication systems, such as e-mail, instant messaging, fax, spam filters, telephony, messaging, etc.
  • Communicates network changes, problems or special situations to managers and others, who could be affected by the network behavior.
  • Participates in the implementation, testing and simulation of the Backup and Disaster Recovery plan.
  • Prepare training material to improve the use and integrity of the City's network.
  • Supervises and evaluates the work of lower level network technicians and interact with vendors on getting information about products and solutions.
  • Assists in the development of the Departments budget and makes recommendations as to expenditures.
  • Performs other related work as required.
  • Minimum Qualifications

    Bachelor's degree in computer science or a closely related field from an accredited college or university and thorough (4 -7 years) combined experience in the following disciplines : network operations, network components, network protocols and network appliances, hardware and software (routers, switches, etc.

    security solutions and virtual solutions.

    An equivalent combination of education and experience beyond a high school diploma or GED.

    Master's Degree in computer science or a closely related field; Microsoft, Cisco, VMWARE, Security, Comptia, and Project Management certifications is desirable.

    Must possess and maintain a valid Florida driver's license.

    Must possess Cisco Certified Network Professional certification.

    Special Requirement : This position will be subject to additional security clearances as mandated by the Florida Department of Law Enforcement (FDLE), Criminal Justice Standards and Training Commission (CJST) and the Melbourne Police Department due to access to the police department facility or police department's electronic data.

  • Considerable knowledge of network protocols, such as TCP / IP, DNS, DHCP and Cisco routed / routing protocols.
  • Ability to plan assign, and supervise subordinate personnel, in a manner conducive to full performance and high morale.
